I'm on Snow Leopard (10.6.1) with Quicktime 10 and the plugin checker says I have 7.6.3

That's not incorrect. The plug-in version is indeed 7.6.3 (see /Library/Internet Plug-ins).
Nonetheless, the Plugin checker should not prompt Snow Leopard users for an update. Apple has released 7.6.4 for Leopard and Tiger users but 7.6.3 is still the latest version for Snow Leopard.

Seems like it's been updated? At least, https://www.mozilla.com/en-US/plugincheck/ doesn't report Quicktime Player as out of date, and I'm on Snow Leopard.
