Fullscreen video always opens on the main screen in a dual-monitor setup. It should go full screen for the monitor that the browser is currently open in.

Reproducible: Always

Steps to Reproduce:
1. Open URL with embedded video in a browser on second monitor
2. Trigger full screen mode on the video
Actual Results:  
Opens on the main monitor

Expected Results:  
Should open on the monitor where the browser is located
