From Bugzilla Helper:
User-Agent: Mozilla/5.0 (Windows; U; Win95; en-US; m18) Gecko/20000908
BuildID: 2000090808
If the table height in a well-formed XHTML or XML document is set via CSS and
the value is in percentage, then the table height is ignored.
It seems to work OK if all XHTML and XML declarations are removed or the value
is specified in pixels.
Reproducible: Always
Steps to Reproduce:
Load the test file from the section "additional information".
Actual Results: The table doesn't fill the whole browser window, although table
width (works OK) and table height (broken) are set to 100% (CSS).
Expected Results: The table should fill the whole browser window.
It worked OK with NS6PR1, so it may work with M15 (or earlier) as well, but I
haven't tried it. The bug is also reproducable by using an external style sheet.
If you remove the XML declaration AND change XHTML to anything else (it mustn't
include XHTML as a substring), everything works fine.
So the bug may be in the parser/layout part rather than in the table part.
Below is a small test file for demonstrating the bug:
<?xml version="1.0" encoding="UTF-8"?>
<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Strict//EN"
"http://www.w3.org/TR/xhtml1/DTD/xhtml1-strict.dtd">
<html xmlns="http://www.w3.org/1999/xhtml" xml:lang="en" lang="en">
<head>
<title>Mozilla Test</title>
<style type="text/css"></style>
</head>
<body>
<table border="1" style="width:100%;height:100%">
<tr>
<th>
Test: Table has CSS attributes for full height and width
</th>
</tr>
<tr>
<td>
Table height in % doesn't work in either XHTML or XML.
</td>
</tr>
</table>
</body>
</html>

This bug has been marked "future" because the original netscape engineer working
on this is over-burdened. If you feel this is an error, that you or another
known resource will be working on this bug, or if it blocks your work in some way
-- please attach your concern to the bug for reconsideration.

If the height of the containing block isn't explicitly defined, height set in
percentages works like auto.

This would explain the behavior of mozilla. But then, does 52073 still qualify
as a bug? To get around this, I created a workaround (id=19500), but I don't
know if it's "good style" or a "dirty hack".
This bug is related to 59992.
I have not changed the bug dependencies. You guys can work that out amongst
yourselves.
p.s. adding the CSS "html,body{height:100%......" is definitely a hack.
