520811 - Pausing ogg in normal view should not resume when switching to Full Screen mode

When a ogg video is paused in normal view, switching to FS mode will resume playback of the ogg video.   It should be remain paused when switching to FS mode until the user triggers it to play.

Repro:
1) install Mozilla/5.0 (Macintosh; U; Intel Mac OS X 10.5; en-US;
rv:1.9.2b1pre) Gecko/20091006 Namoroka/3.6b1pre or trunk
2) open an OGG video in normal screen mode  (use URL example)
3) pause the video in normal mode
3) right click the context area, and select Full Screen
4) Verify the ogg video resumes playback in FS
5) Alternately, if you pause in full screen, and exit, it will be paused in normal mode until the user plays it

Expected:
- pausing in normal view and switching to FS should keep the video paused as well
