520911 - [website] Users should not be allowed to rate their own jetpacks

Description

steps to reproduce:
1.Log in to your Jetpack account
2.Submit a Jetpack
3.Try to add a review to the Jetpack you just submitted giving it  a thumbs up rating

expected result:
-Users should not be allowed to review their own jetpacks
-owners utmost should be allowed to reply to reviews(same behavior as addons site)

actual results:
Owners can review their own Jetpacks and give them a thumbs up rating.

Ok, so I think that there's a definition problem here.

1. A user should be able to comment on a Jetpack they've submitted.
2. A user should not be able to rate a Jetpack they've submitted.

On this Jetpack http://jetpack.stage.mozilla.com/jetpacks/20 , the jetpack owner was able to comment on their jetpack, but was not able to rate their jetpack.

So, I think we're ok here...
