NoCeM is a system where anyone can "moderate" a newsgroup, with the filtering happening client side.

NoCeM does not appear to be terribly alive anymore, especially given the recent trend towards kicking out alt.* newsgroups (which NoCeM appears to rely on).
This should be extremely viable to make into an extension, depending on how usable the Enigmail APIs are (Enigmail being the TB PGP extension). But seeing as TB does not even have native PGP support, I don't think there's any realistic reason to implement this in core code.
