Currently BYOB sets a custom first-run page regardless of whether there are modifications required or not. Ideally the browser would use the default first-run page unless there is customized content being displayed, such as a recommended add-on collection.

As a request for enhancement, would it be possible to re-work the repack configuration such that the startup.homepage_welcome_url is defined in distribution.ini only if a modified first-run page is required for the browser?
