Work on content-specific Getting Involved links in template (similar to content-specific IRC channels in MDC)

Our thinking on this has changed since we did the design for these templates.  Instead of having content-specific contribute links on every page, we can use the promo slots to feature contribute opportunities in high profile places.  For instance, we recently promoted a Creative Collective contest on the home page.  Available promo spots are documented at:
