In bug 304561, we added a pref to limit the max size of images for which we would create a tab favicon. Instead, we should scale the image down once using canvas and then use that. (Perhaps the favicon space should always be a <canvas>, and we should always draw the favicon to it... that way we'd be immune from people purposely/unknowingly using large images for favicons.)
