1.) Click on the lock icon or select Security Manager from the tasks list.
2.) Visit https://www.kmart.com , a non-matching cert name site.
3.) Visit the internal untrusted CA site 
https://gilbeys.red.iplanet.com:80/DirUserEnroll.html
What is expected: The Security Manager should appear, or security dialog boxes 
should appear.
What happens: No windows appear except "The operation timed out"

This appears to be the installer version only. The Netscape6-mac.sea.bin 
file, after expanding, seems to not have this bug. This blocks single-sign on 
also, since the master password cannot be created or changed.

Reopening. No Security windows AT ALL open, not even dialog windows one should 
see when visiting an untrusted CA site like https://www.kmart.com

How is this a smoketest blocker?  I suggest that it either lose the smoketest
keyword (PSM not even available for Mozilla Mac builds so it isn't a mozilla
smoketest) or the blocker severity be reduced to critical.  I would not hold the
tree for this.

This is installer version only. The Security Manager does not open, and no 
security windows open, such as expected when visiting an untrusted CA site such 
as https://www.kmart.com

earlier.  Marking this bug fixed as well.
