Steps to Reproduce:
1. Go to mail.yahoo.com and sign-in.
2. Go to your inbox and click on a message
3. Try to pan within the iframe the message contents are located in
Actual Results:
Sometimes the browser doesn't know when the user is panning the iframe and/or the page. For example, when I try to pan the page up and start within the iframe, the iframe's contents will have moved after mouseup.
Expected Results:
The browser should be able to differentiate between panning within an iframe and/or the page.
