This will be useful for things like Forget About This Site and for web developers in general so they don't have to blow out their whole cache when clearing it to check something on their site.

I'm implementing a deleteByBaseDomain for the ClearDataService NetworkCacheCleaner. This will also be used by the "Forget about this Site" feature. See Bug 1705030.
