Steps to Reproduce:
1. Open a two tabs. One to any page and the newest one to www.gmail.com
2. Click on the username field on Gmail.com to bring up the Form Fill UI
3. Open the tab sidebar and go to the other opened tab
4. Go back to the tab with Gmail.com
5. Click on the username field again and click next twice

Actual Results:
The Form Fill UI pans to the next field on the page, but does not highlight that field.

Expected Results:
The Form Fill UI should highlight each field.

The browser.isOffscreenBrowser property should be set to true when we switch between tabs otherwise the document no longer accept focus
