In some cases, the user ID and password are inserted into their input areas as soon as the master password has been provided or (if the master password was previously provided) as soon as the login page has loaded.  This happens with logging-in to this Bugzilla site.  

In some cases, I must left-click on the input area for the user ID, even if I have only one ID and password for that login.  This happens with logging-in to the cited URI.

Not only is this confusing, but it also causes users to think that either Password Manager has failed or else the desired password has been lost.  The former is partially true since this is a bug in Password Manager.
I'm going to guess this is because the form has autocomplete=off. Some websites do this and I know for a fact that Yahoo!'s login forms do this. We respect that setting and don't remember forms with autocomplete=off.

I also see that you're using SeaMonkey, so I'm going to mark this as a duplicate of a SeaMonkey bug that has some workarounds.
