525870 - Fully throttle all 3.5.4 updates

Because of the issues in Firefox 3.5.4, we should fully throttle the updates. That is, all updates to Firefox 3.5.4 should no longer be sent to users. If a user does a "Check for Updates" they should still receive the update though.

Users of 3.5.x should not get offered Firefox 3.5.4.

I'm not sure where this bug belongs, but trying Server Ops since they get paged for these bugs and because they're probably the ones who will push this out.

I asked Sam over IRC, and he said he didn't care about the betas/alphas.

This will be reverted via a patch in bug 525814, and pushed live after 3.5.5 ships today.
