Steps to Reproduce:
1. Open addons.mozilla.org
2. After it finishes loading, open a new tab and load www.espn.com
3. While it loads, try panning after the screen seems to have finished loading (but in reality only a fraction of the page has finished)


Actual Results:

Expected Results:

There are other times (following the same steps to reproduce) when its not possible to pan past the number of tiles initially cashed.

Yep, this works for me now. Please comment on the bug with a build id next time its moved to a resolved state, so people know what was the reason for it to be resolved.
