Steps to Reproduce:
1. Open a multi-locale build of Fennec
2. Go to Options -> Preferences -> Language
3. Select either deutsch or dansk and restart

Actual Results:
After restart, the build will show the following screenshot:

...and won't be usable until removing the locale pref from prefs.js or removing the profile.

Expected Results:
The firstrun page should be up for those locales

Broken locales should not be included in the multi-locale build

For final ship. We should be able to test those locales, so we can determine if the locale is broken or not. In this case, we probably know the locale is broken before we even attempt to build it.

WORKSFORME on both auto-detect on a german device, with manual switching to Danish.

This is fine with me as I updated to 11/06 and don't see this problem. I can't find anything that landed between those two days that might have fixed this, so verifying this as WFM is fine with me.
