In task dialog "Start" field is available via Alt+B but should be Alt+S as it is for events.

It is on purpose. There exists only one dialog for both tasks and events. Every access key can be used only once in the dialog. 'S' is already used for the start date field in case of event layout. Therefore 'S' can't be used for the checkbox in case of task layout.
