We're having a few places in uploading deb packages for fennec etc where we need to know the DEB_BUILD_ARCH.

Right now we're using $(shell ) inside the Makefile, which is costly on the one hand, and noise on non-debian platforms for dpkg-architecture -qDEB_BUILD_ARCH not found.
