Same issue that was fixed by adding --enable-tests everywhere on 1.9.2 for bug 519357 -- try server needs it as well, esp for the talos boxes.  I thought it already had it, at least from looking at the default mozconfigs, but the talos machines might use a different build?

So this is the cause of/a duplicate of bug 528636, and the reason it looked intermittent was landing and backing out and relanding and people pushing heads without it and pushing heads from when it was out instead of in?

I started out with --enable-tests, but then I figured since Windows has been working fine based on not having a --disable-tests so that it picked up the default enable, emulating that was probably smarter than adding an explicit --enable.
