With the majority of modal dialogs in mozilla, if I cover up some of the window
with another applications window, and then click anywhere on the mozilla window,
it will force the modal dialog box up to the front and beep at me. This is
good, but there are some dialog boxes where this doesn't happen.
Why aren't all of the modal dialog boxes operating the same though out mozilla?
To reproduce, try to go to www.timeoutonthis.com It will bring up a modal
dialog. Cover it up with another app and then try clicking on the mozilla
window. It beeps but doesn't set the focus like it should.
At first when I tried to do this with the open web location and save as dialogs,
it set the focus appropriatly. But now, it's operating the same as the
timeoutonthis dialog. Huh? :/

bug 25684 was marked fixed, but this bug remains.
I reproduced this with 2000101220 on Win98.

in that case, this bug should be reopened (based on comments in 25684)
