It's not entirely clear to me what the difference is in both of these Weave prefpane options. If a user forgets his secret phrase, they can just click "reset secret phrase", and should be presented the option to add a new one. If a user is logged in, and just wants to change his secret phrase, they should also just click "reset secret phrase". "Changing secret phrase" is no different than resetting. I suggest merging these two options into one, and allow the option to handle both scenarios listed.

With bug 527786, they don't show up at the same time when logged in -- reset passphrase only shows up when trying to sign-in on a new machine and you can't remember the passphrase.
