529136 - Jetpack images on the gallery are scaled in a way that looks sub-par visually

Please redo the scaling used on the images users upload to the site to more appropriately fit the various intended content spaces they reside.

SCREENSHOTS: Scale and save screenshot images to 400px width and an auto-ratio height for that width regardless of initial image dimensions. Text for the screenshot upload field should now read: "Upload An Icon (images are scaled to 400 width)"  

ICONS: Scale and save these images to 95px by 95px regardless of initial dimensions. Text for the icon upload field should now read: "Upload An Icon (images are scaled to 95x95)"

1. Updated text on Jetpack Add/Edit page.
2. Updated upload image code to scale full-size image to the original height/width if under 640px.
