The theory is like this : download the page and all used elements, and later 
view the page without internet connection or in offline mode.

Like in MSIE; useful. Think about this.

We have offline browsing already implemented - File Work Offline.  Is this what
you mean?

No, I think about downloading a page and all elements of that page; eg.

1. Download the page and all used elements by one click, eg. "www.website.com"
2. Turn to offline mode or disconnect from internet
3. Write to locationbar "www.website.com"
4. The page will be downloaded from the archive

It's like cache; but it
I. Downloads to a other dir, that isn't emptyied every xxx kbytes;
II. The names of files aren't "abcde7f2.gif" but "the_name_of_the_file.gif";
III. Only pages you want to are downloaded;
IV. The page is loaded only then, when there is offline mode or you are 
disconnected.
