When starting a new session from "Session Restore" (about:sessionrestore), browser.startup.homepage is always displayed, regardless of browser.startup.page setting.

I use browser.startup.homepage solely for the ability to use Alt-Home (PC) to quickly jump to a page I use most frequently, and keep browser.startup.page set to 0 (show blank page).  When recovering from a crashed session, I would like to see "Start New Session" honor my settings and provide me with a single about:blank tab, instead of always showing browser.startup.homepage.

In the case where browser.startup.page = 3, behavior should mirror "Restore Session" with all tabs selected (full session restore).

Reproducible: Always

Steps to Reproduce:
1. Set browser.startup.homepage to valid URL
2. Set browser.startup.page to 0, 1, or 3
3. Access about:sessionrestore (either through an actual crash or directly through about: page)
4. Click "Start New Session" button.
Actual Results:  
1. When browser.startup.page = 0, browser.startup.homepage is displayed
2. When browser.startup.page = 1, browser.startup.homepage is displayed
3. When browser.startup.page = 3, browser.startup.homepage is displayed

Expected Results:  
1. (0) Blank page displayed should be displayed (incorrect)
2. (1) browser.startup.homepage should be displayed (correct)
3. (3) Old tabs should be displayed (incorrect, but may be OK).

This is fixed in Firefox 3.6.
