IIUC, that preference means "which charset should the browser use when the page doesn't specify any?". According to http://www.w3.org/Protocols/rfc2616/rfc2616-sec3.html#sec3.7.1 «When no explicit charset parameter is provided by the sender, media subtypes of the "text" type are defined to have a default charset value of "ISO-8859-1" when received via HTTP.»

Sorry, I have forgotten what this bug was about (intl.charset.default) and added an incorrect dependency.

If you are right about the RFC, then many other locales should be fixed: see http://mxr.mozilla.org/l10n-mozilla1.9.2/search?string=intl.charset.default&case=1&find=\%2Funix\%2Fintl\.properties%24&findi=&filter=^[^\0]*%24&hitlimit=1&tree=l10n-mozilla1.9.2

However, per the resolution of bug 210289, HTML and XHTML recommendations override that requirement.

In practice, this recommendation has proved useless because some servers don't allow a "charset" parameter to be sent, and others may not be configured to send the parameter. Therefore, user agents must not assume any default value for the "charset" parameter.»

However, this paragraph, taken literally, would mean that pages not specifying a charset (neither by a Content-Type HTTP header, a <meta> tag, nor a BOM) cannot be rendered, since the UA must "not assume any default", not even between ASCII-based or EBCDIC-based...
In any case, ISO-8859-1 is "unsuitable" for Esperanto since it lacks the glyphs for ĈĉĜĝĤĥĴĵŜŝŬŭ. Latin3 would be tolerable but I think the future is with UTF-8.

Tamen tiu paragrafo, akceptate laŭvorte, signifus, ke paĝoj ne specifantaj tiparon (nek per "Content-Type" HTTP-a frontlinio, nek per "Content-Type" <meta> elemento, nek per BOM) ne povas esti afiŝataj, ĉar la UA "ne rajtas subkompreni ion ajn", eĉ ne ASCII-ida aŭ EBCDIC-ida...
Ĉiakaze, ISO-8859-1 "ne konvenas" por Esperanto ĉar en ĝi mankas litertipoj por ĈĉĜĝĤĥĴĵŜŝŬŭ. Latina-3 astus eltenebla sed mi opinias, ke la estonteco estas kun UTF-8.
