Need possibility to disable Target Milestones for any software which has been released.

One a SW release has been released, this specific target milestone should be "disabled".
To disable a milestone should only be possible, if all entries have reached status closed.
The entries should thereafter be like frozen. No changes should be possible any more, if they are closed. ( e.g. no status change from closed to reopen, etc. )
The milestone shouldn't appear any more in the target milestone list. ( Nice to have would be if automatically a new entry in "Version" would be made ).
The possibility for disabling a target milestone has probably to be on Administrator level.
