This is more obvious with the custom server case, because there is no checkbox for ToS.
Summary: Button "Continue" not un-grey → need to tab out of field to enable Continue

s/onchange/oninput/ in fx-setup.xul and fx-prefs.xul seems like a sane change, and helps with firstrun experience.
