Firefox doesn't save tabs when set to "Clear history when Firefox closes"

When Firefox warns you to "save tabs for next time Firefox starts", the function should do what is said to do. However, I found a bug, retested on a freshly installed Firefox and the problem occurs. Under custom settings for history, and when set to "Clear history when Firefox closes" it somehow clears the browsing session.
Reproducible: Always
Steps to Reproduce:
1.Click on Tools->Options->Tabs.
2.Verify that "Warn me when closing multiple tabs" is checked.
3.Don't close the window! Click on "Privacy" tab.
4.Under "History" group box, under "Firefox will: " click on "Use custom settings for history".
5.Check mark "Clear history when Firefox closes".
6.Click OK.
7.Open new tabs with different websites.
8.Close Firefox. When alerted with a message box, click on "Save and Quit"
9.Open Firefox after closing it.
Actual Results:
This results in Firefox having one tab open with the home page loading/ded.
Expected Results:
It should have saved the tabs, and session when opened once again. If it is supposed to function like that, then if "Clear history when Firefox closes" checkbox is checked, disable the "Warn me when closing multiple tabs" checkbox.
