This is now a MUST.
See section 6.3 of:
http://www.w3.org/WAI/PF/aria/states_and_properties
"The default value, if defined, is shown in strong type. When a value is indicated as the default, the user agent MUST follow the behavior prescribed by this value when the state or property is not provided. Some roles also define what behavior to use when certain states or properties, that do not have default values, are not provided."

Impementation guide is softer:
"Where the author has not provided values for required attributes, user agents SHOULD process as if the default value as indicated in column 1 was provided."
Interestingly this bug could be fixed in the AT layer.

David, it'd be good to define concrete actions for this bug because I thought we follow the spec here.
