The CSS transitions spec has a rule for animation of visibility.  It happens to be backwards in the current draft, but hyatt agrees with me, and I've implemented behavior that matches WebKit:

However, we probably don't want this rule to apply to other animation technology, so I've made the implementation such that it only gets used by transitions.
