The Preferences GUI contains options to turn bookmark, password, preference, browsing history, and tab sync on and off, but form history is inexplicably left out.  The variable "extensions.weave.engine.forms" is accessible through about:config, and appears to control form sync, but the vast majority of users will expect to have this option in Preferences.

The intent was to make this respect the history pref, as we're working towards form history being treated as a type of history.  This wasn't done for b2, but works in b3.
