This reminds me that I need to create a NSPR_4_8_3_RTM tag
and push it to mozilla-1.9.2.  Do Brad's changes need to go
into mozilla-1.9.2, too?

Wan-Teh, we do want to land this on 1.9.2.  Can you do the tagging and pushing for us?

Moving this to 1.9.2.3 but it looks like we should take it if it helps mobile and is otherwise safe.

1.9.2.4 shipped, clearing approval request. If this is still needed on the branch please re-request and make your case for inclusion.
