If you go to Thunderbird -> Preferences, select the General tab, does "animate the dock icon" have a tick next to it?

That's fine, this implies it is a 10.4 issue only (10.5 is working fine for me).

I'm using Gmail with IMAP. I see this problem on the Mac OS 10.5.8 (PPC) and Mac OS 10.6.2 (Intel) with both flesh profiles. Absolutely mail.biff.animate_dock_icon is set to true.
What do you have set for mail.biff.show_alert?  We only bounce if this is true too.  NOTE: if you're trying to disable growl by setting this to false, do that via Growl.

Thank you David. I apologize in having confused you. I checked "Dock のアイコンをバウンドさせる" to the General tab from the preferences.

I uninstalled Growl from the directory (all Growl's files), then restart the system and checked the Thunderbird, but problem is still same. Is this problem only occurred on the ja-jp-mac?
In my case, even "Growl" doesn't react. 
Because neither reacts, I can't notice newly arriving e-mail until Thuderbird is displayed.
Does this problem occur only by ja-jp-mac as Mr.Hide says?
David, I'm terribly sorry for the misunderstanding I have caused. Now I understand that when Thunderbird is in the "background", the icon bounces only once when mail is received. This holds true for Tiger, Leopard and Snow Leopard.
I have the same issue: icon does not bounce, or does not continue bouncing, when new mail is received.  Since my dock is hidden, I can't confirm that it bounces even once.  I had been using the lastest 2.o version and am disappointed to find this feature not working in version 3.0.  

I have a MacBook 13" 2.2GHz Intel Core 2 Duo with 4 GB of RAM, OS is 10.5.8
Nothing has changed about the way we bounce the dock from 2.  All we did for 3 is add growl to what we already do.  As I said above, make sure both of the following are set to true:

mail.biff.animate_dock_icon
mail.biff.show_alert

The dock will only bounce with these both set, in case you have one/both turned off.

Same bug here, but to clarify things a bit:

1) if I close TB window by clicking on red button (you know, the only button to close a mac window :) ), dock icon won't bounce on new mail. I correctly get growl notification, though

2) if I choose Hide Thunderbird (or CMD - H), then the dock icon bounces correctly upon new mail arrival.

Can anyone confirm this behaviour?

I'm running Mac OS 10.5.8, and obviously both biff icons named above are set to true. I can remember furthermore that also TB 2.X behaved exactly in this way (for this reason, I got used to hide it rather than closing the window).
I have surely set both "mail.biff.animate_dock_icon" and "mail.biff.show_alert". 

And,I don't close the window.
I select to "Hide Thunderbird".

Thunderbird3.0's dock icon didn't bound and embarrassed me very much.
So I did downgrade Thunderbird3.0 to 2.0.
Thunderbird2.0's dock icon bounds without trouble.
I have also downgraded to 2.0023.  Works perfectly and I rely on this for business.
I see the same thing on my MacBookPro running 10.5.8 using Thunderbird 3.0. I did an toggle of the "Animate the dock icon" and no change. A little annoying when your used to animated icon jumping in the dock when you received mail.

I've been seeing this since moving to SeaMonkey 2.  Smells like a 1.8 > 1.9 regression, perhaps the move to cocoa?  I get no dock icon motion at all, so I'm curious as to how Mark gets one bounce when new mail arrives...

I confirm that when "animate the dock icon"check box is checked, icon doesn't animate.

But I add that when "Play a sound" is checked, either "system sound" or "chose the following file" (I don't know the exact phrase in english since I have it in french), then no sound is player at the arrival of a new email.

This worked perfectly well with TB 2.
This issue is reproducible from the beginning Thunderbird3 was released. To reproduce this issue to these steps:

1. Make sure you are using IMAP
2. Make sure you are using directories for you emails
3. Create email filter which will move incoming email to any of IMAP directories from inbox
4. Wait until email is received
=> Thunderbird dock icon doesn't include new emails to email count (number in red bubble of dock icon), it contains only emails which stay in Inbox.

So, I would say, the problem could be fixed by including all unread emails to the unread new emails count, not just only those which are in the Inbox directory.
It is not easy for me to understand the technical langage. I report a bug as a user, not as a specialist in technical words and technology.

Point 1: What do you men by "using IMAP"?
I just know that my account by my web provider is POP. To have a IMAP account, we have to pay additionnal fees, and I do not need it, since I have only one account and use it at home, as the majority of people around the world.
I think that Thunderbrid should work for any people around the world, then for POP account also.

Point 2. I don't understand either. How could the emails not be in a directory?

With the new version Thunderbird 3.1.7, for me 
ALL IS OK again:

the icon bounce one
and the sound is produced too

both are set to TRUE on my system
NOTE: when incoming message is not moved from main Inbox to any of my IMAP folders by any of message filters, the dock icon bouncing and displaying the new email count (in the red bubble over dock icon) works just fine.
Hi Gang!  

Thanks for all the work on this bug - worse than a NYC bedbug.  A year later I'm still using 2.o.o.24.  It does sound like progress is being made.  I'll check back next year and see how it's going.  LOL!

I had to update my prefs (mail.biff.animate_dock_icon is off by default), but with that turned on, it works fine for me. Mac OS 10.13.6 (17G65), Thunderbird 60.4.0 (64-bit).
