This bites Fennec and other xulrunner apps all the time. Some toolkit prefs don't have appropriate default values and depend on prefs that only exist in firefox.js (see e.g. bug 447900).

Some examples of areas we should investigate:
- url-classifier prefs (see bug 397937 comment 58)
- places prefs not covered by the patch in bug 447900
- browser.search.* prefs in the search service
- browser.download.manager.* prefs used by download manager
- browser.preferences.instantApply should probably be moved to all.js

XULRunner has been removed from the Mozilla tree: see https://groups.google.com/forum/#!topic/mozilla.dev.platform/_rFMunG2Bgw for context.

I am closing all the bugs currently in the XULRunner bugzilla component, in preparation for moving this component to the graveyard. If this bug is still valid in a XULRunner-less world, it will need to be moved to a different bugzilla component to be reopened.
