I was initially expecting this to be a frame construction issue, but it looks like it's not. The text frames are there in both cases; they just have zero width.
So I suspect this has something to do with either (a) the text frame reflow code caching something or (b) the inline reflow code not reflowing the text frames.

The text frames are being reflowed, so it seems like (a).
