and the reason is nsNntpService::OpenAttachment() returns NS_ERROR_NOT_IMPLEMENTED. d'oh!
marking m18, nsbeta3, p2. (I figure if save attachments got nsbeta3+ & p2, so would open attachements) accepting.

Verified as fixed on win32, linux, and macos using the following build: win32 commercial seamonkey build 2000-092509-m18 installed on P500 Win98 linux commercial seamonkey build 2000-092508-m18 installed on P200 RedHat 6.2 macos commercial seamonkey build 2000-092511-m18 installed on G3/400 OS 9.04 Verified using trunk build b/c we haven't branched yet.
