It occationally happens that postings go to the wrong bug or that one forgets to
change some fields. It would be quite handy to be able to cancel posts that I
committed to bugzilla.
This should be able under following conditions:

- Only the author himself should be able to cancel his/her posts
- I should only be able to cancel the very last entry of a bug.
This way one will be able to correct mistakes while nobody else committed
replies. It should not be possible to remove earlier comments I posted (e.g.
if I changed my mind on a subject).
And you should notify users of the back out.
