It would be nice to have a checkbox on the Add/Edit User page in editusers.cgi to allow admins to create "fake" users who don't have a DB password (and thus can't log in using DB auth) but who can be used in Bugzilla. The easiest way to accomplish this is to disable the "password" box on the page by a checkbox.

This is already doable. Just type * as password. (I mention this so that one doesn't think this is not doable already, and to mean that nothing special needs to be done in the backend)

Yeah. I just think it would be nice to have an explicit checkbox for it.
