'Add users to my watch list (comma separated list)' link not working! on User Preference page

Steps to Reproduce:
1.User Preference page
2.Look for Add user to my watch list
3.
Actual Results:  
Hyperlink not click able

Expected Results:  
should be click able to add users
This is not a link, but the text is enclosed in <a name="foo"></a>, making it appear like a link. We already have such a bug somewhere.
