Full page plugins should be invoked when clicking on a file that a plugin has registered with mozilla that it supports. On Windows, the current implementation assumes that all file extensions that a user could click on have a setting in the windows registry that defines the mimetype. That should be a last resort check. The file types and mimetypes supported by installed plugins should be checked first. To clarify, nsPluginHostImpl::IsPluginEnabledForExtension is not getting called.
