This is related to bug #539535, but filing separately, since this is probably something that can land sooner.

Firefox needs to be smarter about localhost/127.0.0.1 when in offline mode. 

Right now, if offline mode is triggered for any reason, web servers I have running locally will start serving up cached content, which is very confusing.

Localhost should never be considered offline, IMO.
