It is weird that customize toolbars splits the reload and stop buttons

In a new Firefox profile, the reload and stop button are combined in the toolbar. But if I go into customize toolbars, they split, pushing the home button to the right. This seems like a confusing way to express "you have a combined stop and reload button, but you can split them if you want".
Instead, I think the combined button should appear in customize toolbars as a single button with both icons, and distinct buttons should be available in the panel or by clicking something near the combined buttons.

Maybe that "thing" could be a checkbox "combine buttons" next to "use small icons". But Im not sure does it worth it...
Im fine with the current UI. In customize mode we can see hidden things like the flexible space too.

There are a lot of problems with the current UI for customization, we should get the platform to a state where we can solve all of them instead of a continued sequence of silly little hacks. I'm going to get a meta bug created to track all of the things we need to do fix the customization UI, of which this bug is going to definitely be a part.

The magic splitting behaviour was removed in Firefox 29 in favour of a fixed URL bar position.
