If you put the mouse pointer over a flash content in a simple html page and you try to scroll up/down using your mouse scroll wheel, it will not scroll.

Reproducible: Always

Steps to Reproduce:
1. Put your mouse pointer over a flash content.
2. try to scroll the page up/down using your mouse scroll wheel.
Actual Results:  
Page will not scroll.

Expected Results:  
It should scroll.
