If you are EVER viewing a PDF file in Firefox and attempt to open a new tab while on the PDF tab using Ctrl+T (the usual open tab button), it will not work.

This has happened on every PDF file I have ever opened in Firefox since I can remember using it in it's 2.x version days. 

Reproducible: Always

Steps to Reproduce:
1. Open PDF file using Firefox: http://www.aei.org/docLib/20030606_levy.pdf
2. Press Ctrl+T to open a new tab.
Actual Results:  
No tab opens.

Expected Results:  
A new tab should have opened.

It occurs with the default theme and Aero Fox (latest version as of Jan-24-2010).
