It's gotta be done; otherwise, bugs will just sit around and rot.

OK, this is done.  A new script "whineatnews.tcl" has been created.  It's
even briefly discussed in the README file now.
And I now have whineatnews running in a cronjob on cvs-mirror.
The database is being reorganized a bit.  Instead of the Bugzilla product,
a new Webtools product has been created, with Bugzilla being a component of it.

This bug is being moved from the old Bugzilla product to the new Webtools
product.

that account).
