User studies show the current welcome page is not serving its purpose as people who get there are confused about what studies are running and what to do next. It's too extension-centric where it should be current-experiment-centric. Eliminate the welcome page, and instead take people straight to All Tests page on first run. Improve All Tests page by making it *extremely clear* visually what the current test is that we want people to pay attention to. Any other data from current welcome page, like explanation of taskbar icon, and What's New, can be on the All Tests page, but shunted off to a corner and de-emphasized.

In the new UI design, the "All Tests" page is actually going to be a separate XUL window. So we'll still have a welcome page, but it needs a redesign because its purpose is really just to direct people's attention to the task bar icon; it doesn't need any of that upgrade info/ blog stuff on it - nobody cares.
