543390 - MSI Installer should have a real UI

This bug is to track the UI work for the MSI Installer.  The installer in Bug 231062 is just going to use the default UI (i.e. nothing interactive at all, just progress/error dialogs) that Windows Installer creates.  I'm not really sure what the best way to go about this at the moment is.

Our options are:

1) Use one of the WiX toolset UIs
2) Roll our own MSI UI
3) Write an external UI into our setup bootstrapper

None of these are particularly appealing (Option 1 would require duplicating the entire UI in left-to-right dialogs)

We're going to want to do 1.  I filed Bug 572207 to cover the RTL issue.
