Please create a Bouncer/Tuxedo staging instance.

Goals:
- Testing Sentry performance with language-aware locations
- Have Build try out the REST API ({{bug|542216}})

How critical is this?  I have dave's time this week allocated to Phoenix tasks.

Getting this to production is a Q1 goal, and we need to test it before we can do that. Build is waiting on this as well, though afaik not as a quarterly goal.

In other words, next week is fine, but let's not delay it beyond that. Sound good?
