Create a new article at: https://support.mozillamessaging.com/en-US/kb/Translating+articles by simply modifying https://support.mozilla.com/en-US/kb/Translating+articles to be Thunderbird specific instead of Firefox specific

done: https://support.mozillamessaging.com/en-US/kb/localize-firefox-help (URL still needs to change but that is being tracked elsewhere as part of the Kitsune conversion)
